Jud Howland

Senior Consultant - Crisis Management Specialist

Jud Howland is an emergency management and crisis response practitioner with over 20 years of experience across government, humanitarian, and high consequence operational environments in the United States and internationally. 

His background spans senior operational leadership, recovery coordination, and complex incident management, including roles as Operations Section Chief, Incident Commander, and senior advisor during major public health emergencies, wildfire recovery operations, and severe weather events. This includes leading alternate care site operations during the COVID pandemic, supporting long term wildfire recovery with state agencies, and managing logistics and coordination during large scale hurricane responses. 

Internationally, Jud has led humanitarian field operations across Europe and the Middle East, working closely with UN agencies, governments, and non government partners in high pressure, multi stakeholder environments. 

Since relocating to Australia, Jud has worked closely with Victorian councils, healthcare and higher education organisations to strengthen emergency management arrangements, deliver exercises and training, and align local governance with national frameworks and practical operating models. 

Jud brings a calm, systems focused approach to helping organisations bridge strategy and operations, build confident leadership capability, and improve readiness for complex and evolving risk.
